It depends on the combs you are using. If you are using metal combs then a #30 blade works best but you can also use a #10. If you are using plastic combs then you can use a shorter blade like a #40 blade, but you can also use a #30, #10 blade. The #10 blade doesn't work as well with either and may take you longer.

The most durable dog id tag will be the stainless steel one. If you want something a little cheaper, you can still go with metal or thick plastic. Just make sure it's one of these three and not some low quality tag that will wear off in a short time.
